Children’s Safe Harbor is a non-profit agency located at 1340 S. Alpine Rd, Rockford, IL 61108, serving families throughout Winnebago County, Illinois.

We provide Supervised Visitation and Safe Exchange services — free of charge — to families affected by domestic violence, high-conflict custody situations, or other safety concerns.

If you’ve been ordered to use Children’s Safe Harbor services, each parent/party must call our office at 815-316-7772 to begin the process.

Once both parties have contacted us, we’ll provide details about the intake and orientation process. Please note: this process typically takes 2–3 weeks.

If your family is eligible for services, Children’s Safe Harbor staff will work with you to schedule visitation or exchange times based on current availability.

• Safe Exchange: A Children’s Safe Harbor staff member safely transfers the child from one parent to the other, minimizing contact between parties.
• Supervised Visitation: When ordered by the court, Children’s Safe Harbor provides a secure, structured space where a parent can visit with their child under staff supervision.

• Two separate entrances and parking lots
• Locked interior doors
• Staggered arrival and departure times to prevent interactions between parents
